Held status & valid_until
Most programmes hold the tier you earned in cycle Y through cycle Y+1 even without re-qualification. Set the valid_until date to the END of your next qualifying cycle (typically one membership year after you earned the tier). If the previous-cycle expiry has passed, the engine treats the tier as "held under one-cycle carry-over" while you re-qualify (R3-005).
